Man admits kidnapping, assaulting victim

A man who abducted a person after choking the victim to the point of unconsciousness has pleaded guilty to third degree assault and first degree unlawful imprisonment.

In November 2012, Seneca Nation marshals saw a car on the side of the road on Rt. 219 in the Town of Carrollton and called the Cattaraugus County Sheriff’s Office. Inside the car, deputies found 40-year-old Dean Pepper and his victim, who Pepper had kidnapped after choking the victim to unconsciousness in Olean.
