Man who abducted, choked victim isn’t going to prison

OLEAN, N.Y. (WIVB) – A man who kidnapped and choked his victim to the point of unconsciousness will not spend any time behind bars.

In November 2012, 41-year-old Dean Pepper abducted a person and choked that person until they passed out. He and his victim were found in Pepper’s vehicle along the side of Rt. 219, where Pepper was taken into custody.

He was sentenced Monday to three years probation for second degree unlawful imprisonment and third degree assault. provides commenting to allow for constructive discussion on the stories we cover.
