More than one police officer may have struck handcuffed man

BUFFALO, N.Y. (WIVB) – News 4 has learned the Buffalo Police Department’s Internal Affairs division is investigating the potential that more than one officer struck 22-year-old John Willet, while he was handcuffed on the ground, Saturday night, April 19.

According to Willet’s attorney, Phillip Dabney, Jr., the video recording captured on a bystanders cell phone, shows Willet being kicked in the abdomen or thigh, by an officer other than John Cirulli. The department has suspended Cirulli without pay.

He is the only officer suspended without pay. Five others have been put on administrative leave. They are still being paid.

Dabney said none of the officers at the scene filed paperwork that excessive force was used against John Willet. He said it is their obligation to do so.

Willet’s attorney says he will file a notice of claim, putting the City of Buffalo on notice, in the coming weeks.
