Driver charged with hitting horse and buggy, leaving scene

OLEAN, N.Y. (WIVB) – A 31-year-old woman from Cuba, New York is accused of a personal injury, hit-and-run crash involving a horse and buggy.

New York State Police say a Facebook post prompted someone to call them and identify the driver. The caller says he was in his vehicle and spotted Tiffany Armstrong right after the accident, heading north on State Route 16.

Armstrong is charged with aggravated unlicensed operation, leaving the scene of an injury accident and leaving the scene of an accident involving an animal.
