City worker investigated for stealing scrap metal

BUFFALO, N.Y. (WIVB) – A Buffalo streets department employee is on unpaid leave as he’s being investigated for stealing scrap metal.

Public Works Commissioner Steve Stepniak confirmed an employee was caught stealing scrap metal from the Broadway Barns. Through other sources, News 4 has learned that employee is Chris Beard. In 2012, Beard was promoted from part-time to full-time for the city.

The case is currently in the city’s legal department, as they need to determine the value of metal that was stolen. Once that determination is made, Beard could face charges.

“One individual, a city employee is under investigation for removing scrap metal from our Broadway garage. At this point it remains under investigation and the worker is off without pay,” Stepniak said.

At the point, Beard hasn’t been charged. And he is still a city employee while the investigation is ongoing, although the city will pursue termination.

A source said some of the stolen metal turned up at a north Buffalo scrap yard and that Beard admitted to stealing it. provides commenting to allow for constructive discussion on the stories we cover.
