47 charged in alleged narcotics pipeline

JAMESTOWN, N.Y. (WIVB) – Charges have been filed against 47 people in an alleged drug distribution network that funneled heroin from Philadelphia and New York City to Jamestown.

Federal, state and local agencies worked together during “Operation Horseback” to eliminate the alleged narcotics pipeline. The multi-agency investigation included undercover operations, and hundreds of hours of covert surveillance and wiretaps. The investigation led to the seizure of more than 3,000 baggies of heroin with an estimated street value of $60,000, all for distribution in Jamestown.

According to the indictment, members of the distribution organization would transport heroin from New York to Jamestown in a canister located underneath a 1999 Chevy Astro van.

One person named in the indictment bought suboxone strips from a heroin customer, and then sold them to a woman who allegedly smuggled them into the Gowanda Correctional Facility. Another person is accused of selling to people in his drug rehabilitation group.

The 159-count indictment unsealed in Chautauqua County Court on Wednesday charges 47 people with crimes, including second degree criminal possession of a controlled substance and conspiracy, and various counts of criminal sale and possession of a controlled substance.

Five people are still being sought. Authorities are looking for Ricardo Ramos, Brian Bobe, Luis A. DeJesus-Colon, Joseph Fontanez-Walker, and Luis Garcia.
