The ramp was closed for more than four hours Wednesday. NITTEC reported the ramp was clear around 2 p.m.
The driver from Buffalo Crushed Stone was bringing cement from the plant on Route 5 to downtown Buffalo. He was exiting onto Elm Street, from I-190, when the truck tipped onto two wheels. New York State Police said he overreacted and tipped over. He was not injured.
Witnesses said the driver wasn’t speeding, but troopers said even if the cement truck was going to speed limit, that might be too fast on the ramp.
The Buffalo Fire Department and spill response team responded to the scene. The truck had a full load of cement, but none of it leaked. He also had a full tank of diesel fuel, and that did leak, but crews got it plugged and cleaned up.
Crews need to get the truck upright and off the road.
