Lakewood man found unresponsive, accused of parking on highway while drunk

LAKEWOOD, N.Y. (WIVB) — Earlier this month, Jamestown Police say they noticed a vehicle at the corner of W. 4th St. and Washington St. sitting through a series of traffic light cycles.

This drew an officer’s attention. Police say they found Lakewood resident, Kirk Kelly, “slumped over behind the wheel of his vehicle, unresponsive”.

Kelly was charged with DWI, refusing to take a breath test and parking on the highway.

He was released following arraignment in Jamestown City Court. provides commenting to allow for constructive discussion on the stories we cover.
