Police investigating Niagara Falls slapping, intimidation incident

NIAGARA FALLS, N.Y. (WIVB) — Niagara Falls Police are investigating an incident where a mentally and physically disabled man was intimidated and slapped on video.

The incident, which police have taken many calls for, took place at a Tops store on Portage Road.

The male suspect’s name has not been released by police, but law enforcement officers refer to the victim as, “Billy.” Police are working on identifying the female suspect.

“The victim is not homeless but does suffer from both mental and physical disabilities,” says Kelly Rizzo, NFPD Chief of Detectives. “We believe he was targeted due to his limited ability to communicate clearly with responding officers when police are called.”

Police say “Billy” has been victimized “several times in the past” and that they are disgusted by the incident.

“Billy” is known to every member of the department, according to Rizzo. Police say he can be seen on a nearly daily basis walking on Pine Avenue, keeping to himself and bothering no one.

“It will be a pleasure to play this video in a courtroom.” said Chief Rizzo.” I am sure others will see, as I do, that Billy’s mental capacity is far greater than  than the two perpetrators.”
