Police: Ohio fugitive captured, passenger charged during Niagara Falls traffic stop

NIAGARA FALLS, N.Y. (WIVB) — New York State Police say they captured a fugitive from justice on the I-190 and charged his passenger with a drug offense.

Ohio resident Kenneth J. Horner, 40, was stopped on the highway for the Move Over Law, according to State Police. An investigation by State Police says Horner was found to have two warrants out for his arrest related to separate cases in Ohio and Wyoming County.

His passenger, Niagara Falls resident Jesse McCulloch, 22, was charged with criminal possession of a controlled substance after police say they found a pipe with crack cocaine residue on his seat.

Horner was jailed in the City of Niagara Falls. After processing, McCulloch was released on an appearance ticket.
