Former doctor to Nushawn Williams weighs-in on latest ruling

CHAUTAUQUA COUNTY, N.Y. (WIVB)- Chautauqua County sex offender Nushawn Williams will remain in state custody, despite finishing his prison sentence.

Williams spread HIV to more than a dozen women in the 1990s, and was convicted of rape and reckless endangerment.

Since 2014, Williams has been at a psychiatric center in Upstate New York.

He filed an appeal to be released; that was returned May 6 by the Appellate Division of the State Supreme Court.

Dr. Neal Rzepkowski, who treated Williams while he was in Attica, and also treated several of his victims, disagrees with the court’s decision.

He told News 4 Thursday the ruling is discriminatory.

According to court documents, Williams failed to complete sex offender treatment and had a poor prison disciplinary record before 2006.

Documents also show Williams has antisocial personality disorder, psychopathy, and sexual preoccupation.

Under the state’s Mental Hygiene Law, he can legally be institutionalized.

The state wrote the “respondent is not simply a ‘dangerous but typical recidivist convicted in an ordinary criminal case” in court papers.

“I find it hard to believe that he has the mental health challenges that they say he has,” Rzepkowski said.

“He’s learned his lesson. He was a young kid then. This is twenty years later, twenty years later. He was a young, impulsive kid. He’s grown up over twenty years, he’s not about to go out and spread it.”

All of the women who contracted HIV through Williams that Dr. Rzepkowski treated have good T-cell counts; none have developed AIDS.
