NIAGARA COUNTY, N.Y. (WIVB) – An Amherst man was arrested by Niagara County Sheriff’s deputies following complaints from residents in Lewiston and Lockport that his paving and excavating company was doing inferior work and overcharging customers.

Robert Cooper, 27, of Amherst, was charged with three counts of solicitation without a permit Friday morning.

Cooper was charged violating local ordinances for incidents in the Town of Lewiston June 17, and in the Town of Lockport on July 5 and 7.

He was remanded to Niagara County Jail on $100 bail and scheduled court appearances for Lockport and Lewiston Town Courts.

The investigation into Cooper’s company, Robert’s Paving and Excavating, is ongoing.

“It is important for homeowners to be aware of who they are hiring to perform work on their property and that the contractor has the proper licensing,” the sheriff’s department said in a statement.
