Niagara County reaches settlement with family of crash victim after deputy-involved incident

CAMBRIA, N.Y. (WIVB) — Niagara County reached a multi-million dollar settlement with the family of a crash victim.

A Sheriff’s deputy pleaded guilty to his role in a crash that killed a man from Newfane almost three years ago.

Glenn Annalora was killed in a crash in Cambria in October of 2014.

Sheriff’s Deputy James Bissell was behind the wheel.

He pleaded guilty to speeding and running a stop sign.

Annalora’s widow sued the county for negligence two years ago.

Last night, the county agreed to pay the family more than $2.7 million.

“I know that they were most interested in making sure that the county did a proper investigation, that they accepted responsibility for the acts of the deputy sheriff, and that it wasn’t any attempt to pass off blame, and they didn’t,” Annalora family attorney Terry Connors said. “The county stepped up and accepted responsibility.”

Bissell resigned from the Sheriff’s department two months after the crash. provides commenting to allow for constructive discussion on the stories we cover.
